- Horses under the care of USERL but not owned (seized by the
county or state) by USERL may not be ridden or driven. Only training necessary to allow
safe, daily handling is permitted.
- Regional Directors and the Executive Director are the only people given the authorization to approve adoptions.
- Only the Regional Directors, Executive Director and Investigations Director have the authorization to accept horses into USERL.
- Prior to moving horses, the Regional Director or Executive Director must give approval.
- Any child under the age of 18 years old who rides any USERL equine must wear an
ASTM approved hard hat.
- USERL Equines may not be bred, sold or given away.
- Equines may not be started under saddle or started in harness until the age of 3 years.
- Any person working with or riding any USERL equine must first sign a liability release form.
- Initial visit from the veterinarian for emergency care does not need to be pre-approved.
- USERL's limit on vet expenses is $2,000, so any care expected to cost above that would require euthanasia of the equine. Please get in touch with your Regional Director or the Executive Director before making any decisions.
- Equines will not be placed with any individual unless we have a legible copy of their driver's license on file in the administrative office.
- Contracts between USERL and an outside party must first be submitted to the Executive Director for approval.
- No volunteer or staff person will be allowed to sign any contracts on behalf of USERL with the exception of Adoption/Foster Contracts. The Executive Director may grant authorization for these specific types of contracts to individuals.
Financial
- Requests for reimbursement must be accompanied by an expense report and original receipts within 30 days of the expense. Expenses older than 30 days will not be considered.
- All monies received must be sent to the Bookkeeper within 7 days for deposit along with a merchandise check form and/or a breakdown of where the monies came from.
- Credit card sales forms must be sent to the Bookkeeper within 7 days in order to process them.
Volunteers
- All volunteers must sign a liability release form prior to volunteering.
- Volunteers are necessary and valuable assets to our organization. Not only do they provide the "muscle" that gets the physical work done 365 days a year, but they are also in the best position to make recommendations on policies that affect our daily operations. If you feel that a policy needs to be made, changed or eliminated, please let your Volunteer Coordinator
know. If you do not feel that your Volunteer Coordinator is receptive to your suggestions, you are encouraged to speak directly to the Directors, starting with your Regional Director, and then the Executive Director. If you still feel that your ideas are not being heard, please contact a Board Member directly.
- If you have an issue with an employee or another volunteer, you are encouraged to respectfully approach that person and settle it between the two of you. If that is not possible, please go to your Volunteer Coordinator for help. If you feel that the issue is not resolved to your satisfaction, you are again welcome to speak to your Regional Director and then the Executive Director. If you still feel that your problem has not been handled, please contact a Board Member directly.
Marketing/Fundraising
- The Marketing Director must approve any new promotional material, merchandise and documents that are created by regions before ordering, printing and distribution.
- Major fundraising ideas must first be passed through the Development Director before being promoted. Solicitation of Corporate Sponsorships needs to be coordinated with the Development Director.
