The Administrative Office

The administrative office is responsible for the day to day operations of the organization.

Executive Director

  • Reports to Board of Trustees
  • Work with Board of Trustees to set yearly organizational goals and create a plan to meet those goals
  • Submits proposed annual budget to board for approval.
  • Manages the day-to-day operations of USERL in accordance with policies and procedures.
  • Acts as the liaison between the Board and Directors/Volunteers
  • Supervises Administrative Staff
  • Responsible for developing and updating Operations Manual.
  • Develops new active regions
  • Works with Development Director to identify new sources of funding in their course of daily operations.
  • Any other duties as assigned by the Board of Trustees

Administrative Assistant

  • Reports to the Executive Director
  • Assistant to the Executive Director
  • Checks messages for USERL phone lines and distribute accordingly
  • Updates Forms and addresses when necessary
  • Sends updated information when requested by volunteers and other staf
  • Responsible for making sure databases are sent in a timely manner from regions
  • Responsible for compiling databases and keeping the backups
  • Answers general emails
  • Orders merchandise and inventory supplies
  • Forwards applications to regional coordinators
  • Disburses paperwork where and when necessary
  • Moderates the main e-group
  • Mails merchandise from website orders and for donors
  • Any other duties as assigned by the Executive Director

Equine Secretary

  • Reports to the Executive Director
  • Set yearly performance goals and create a plan to meet and evaluate those goals
  • Responsible for maintaining all horse files
  • Responsible for making sure horses are current on vaccines, farrier and de-worming
  • Responsible for making sure all foster parents and adopters receive appropriate paperwork in a timely manner
  • Responsible for making sure all contracts and other paperwork are received in a timely manner from regions
  • Responsible for making sure all adopted horses and horses in long-term foster care are checked on at the recommended intervals
  • Any other duties as assigned by the Executive Director

Bookkeeper

  • Reports to Executive Director
  • Sets yearly performance goals and creates a plan to meet those goals
  • Responsible for Accounts Payable/Receivable
  • Responsible for reconciling monthly bank statements
  • Responsible for pulling quarterly and year end reports
  • Responsible for getting paperwork together for tax purposes
  • Responsible for paying sales tax
  • Responsible for paying Employer/Employee taxes
  • Maintains Donor Database
  • Any other duties as assigned by the Executive Director

Regional Director

  • Responsible for upholding and implanting the policies and procedures for the USERL.
  • Reports to Executive Director
  • Approves adoptions.
  • Sets yearly Region goals and create a plan to meet those goals
  • Supervises Regional Coordinators.
  • Approves intake of new horses and moving horses into and out of the Region
  • Manages the day to day operations of the region
  • Responsible for regional fundraising activities.
  • Prepares and submits a yearly budget request and operates the region within the annual budget.
  • Works with Development Director to identify new sources of funding in their course of daily operations.
  • Any other duties as assigned by the Executive Director

Investigations Director

  • Reports to Executive Director
  • Sets yearly Investigations goals and create a plan to meet and evaluate those goals
  • Assists regions with investigations and gives guidance
  • Responsible for investigating neglect calls outside of active regions
  • Distributes online neglect reports to region investigators
  • Manages neglect reports database
  • Develops training program for Investigators
  • Creates protocol for developing relationship with Animal Control.
  • Creates and maintains database of officers and investigators.
  • Any other duties as assigned by the Executive Director

Education Director

  • Reports to Executive Director
  • Sets yearly Education goals and create a plan to meet and evaluate those goals
  • Creates standardized display information
  • Develops a plan for updating display information for each region
  • Develops a network to learn about and create educational opportunities
  • Maintains a calendar of presentations, info booths, etc. for organization
  • Develop standardized presentations for different situations: horseman's associations, 4-H clubs, non-horse owners, etc. These may include overheads, PowerPoint, video
  • Creates new educational programs for horse owners, volunteers, foster homes, adopters, etc
  • Creates standardized training materials for these programs
  • Works with Development Director to identify new sources of funding in their course of daily operations.
  • Any other duties as assigned by the Executive Director

Marketing Director

  • Reports to Executive Director
  • Sets yearly Marketing goals and create a plan to meet those goals
  • Manages webmaster, newsletter editor, advertising/public relations assistant
  • Responsible for corporate image
  • Sets standards for marketing materials. Approves all marketing materials
  • Creates marketing materials for corporate use. This includes letterhead, merchandise, newsletter, and brochures
  • Works with Administrative Assistant to maintain corporate image on forms and flyers
  • Works with Development Director to identify new sources of funding in their course of daily operations.
  • Any other duties as assigned by the Executive Director

Webmaster

  • Reports to Marketing Director
  • Sets yearly performance goals and create a plan to meet those goals
  • Designs and maintains website
  • Administers e-mail accounts and group list accounts
  • Assist staff and volunteers with computer questions
  • Any other duties as assigned by the Marketing Director

Newsletter Editor

  • Reports to Marketing Director
  • Sets yearly performance goals and create a plan to meet those goal
  • Responsible for publishing a quarterly newsletter of 6 pages or more
  • Develops a publishing schedule
  • Writes, solicits and edits articles
  • Designs and lays out newsletter (may be done by Marketing Director or graphic artist)
  • Works with printers to get best quality and prices
  • Works with all other Directors to compile a mailing list each quarter
  • Organizes a team of volunteers to label and mail newsletters
  • Any other duties as assigned by the Marketing Director

Advertising/Public Relations Assistant

  • Reports to Marketing Director
  • Sets yearly advertising goals and creates a plan to meet those goals
  • Researches outlets for free or low-cost advertising, including Internet advertising
  • Maintains a database of media outlets that accept public service announcements, including contact information, deadlines and ad specs
  • Writes public service announcements and press releases
  • Creates print advertising (May be done by Marketing Director or Graphic Artist)
  • Any other duties as assigned by the Marketing Director
  • Development Director
  • Reports to Executive Director
  • Assists board in setting yearly funding goals and creates a plan to meet those goals
  • Responsible for fundraising
  • Works with Marketing Director to write and mail plea letters
  • Works with Board to develop relations with donors, including thank you notes and gifts
  • Works with Region Directors to develop fundraising ideas and supports their efforts
  • Evaluates fundraising efforts and maintains database which includes type of fundraiser, cost, effort required, net gain, notes
  • Researches and writes grants
  • Researches, identifies and cultivates new funding sources:  foundations, corporations, businesses, associations, individuals, etc....
  • Any other duties as assigned by the Executive Director

Regions

Regions are set up to work within their communities while operating within the guidelines of and having the support of the entire organization.

Regional Director

  • Responsible for upholding and implementing the policies and procedures for the USERL.

Regional Lead Investigator

  • Reports to Investigations Director
  • Works with the Regional Director
  • Responsible for following up with neglect calls, investigating when necessary and building a relationship with Animal Control departments in the region.
  • At times, may need to work with the magistrates, D.A.'s, lawyers and appear in court.
  • Must know local and state cruelty laws

Investigator

  • Reports to the Lead Investigator.
  • Responsible for following up with neglect calls, investigating when necessary and building a relationship with Animal Control departments in the region.
  • At times, may need to work with the magistrates, D.A.'s, lawyers and appear in court.
  • Must know local and state cruelty laws

Regional Foster Coordinator

  • Reports to the Regional Director and the Executive Director.
  • Responsible for managing the foster home database for the Region.
  • Responsible for contacting potential foster homes upon receiving applications letting them know their application has been received.
  • Prior to adding homes to the active list, will make sure all related paperwork and necessary checks have been completed and that the applicant has received and understands USERL guidelines for being a foster home.  The foster coordinator will also need to know and understand this information as well so that they can answer any questions applicant may have about fostering.
  • Performs or coordinates a volunteer to do facility checks.
  • Develops a relationship with the foster homes so that they can place horses in the most appropriate home.
  • Responsible for making sure all appropriate paperwork has been completed.
  • Works with other Regional Foster Coordinators to place horses and arrange transportation for fostered horses.

Regional Adoption Coordinator

  • Reports to the Regional Director and the Executive Director
  • Responsible for managing the Adoption Applicant database for the Region
  • Responsible for contacting potential adopters upon receiving applications letting them know their application has been received.
  • Responsible for screening applicants.
  • Responsible for following up with applicants until they find a compatible equine or are no longer interested in adopting.
  • Responsible for letting applicants know periodically which horses are available
  • Once a potential adopter finds a compatible horse, will make sure all requirements for adoption are filled. Will need to make sure all checks have been completed and related paperwork is filled out and turned in to the corporate office.
  • Will need to keep updated on the horses USERL has available. Being familiar with their general information, their experience, what their restrictions are and any medical conditions they may have so that you can answer questions from potential adopters.

  • Reports to the Regional Director
  • Coordinates and help plan Fundraising and Promotional events in the region.
  • Coordinates volunteer activities
  • Plans and holds volunteer meetings
  • Maintains volunteer database and keeps all original volunteer applications.
  • Responsible for making sure all volunteers have signed a release form.
  • Returns phone calls from prospective volunteers
  • Add new volunteers to E-Groups
  • Manage booth set-ups
  • Manage merchandise and inventory
  • On a monthly basis:
    Mail original release forms to the Administrative Assistant
    Mail/Email a copy of the volunteer database to the Administrative Assistant
